Congestion Charge – the flaws in the plan.
Recent newspaper articles have focused on how few people the council says will actually end up paying the charge. If this is the case, how on earth is it going to fulfill its purpose of being the income generator to repay the 1.8 billion loan? It it doesn’t pay its way, charges will go up and the area expanded (although its already so huge its hard to see how they’ll do that)
Other likely outcomes are that the fines will be huge – yet to be declared.
In the list of people who wouldn’t pay the charge, the absence of private hire cabs (who are exempt in London, but seemingly not in Manchester) seems incredible. When we’re encouraging people to not take a car into the city, shouldn’t people have more access to a cab, not less? At a time when it seems huge fuel prices are here to stay, it seems crazy to penalise those further who earn a living from driving.
Nobody is really asking the right questions about this in the media. The balance is between how much the charge will generate in revenue, versus the cost of the loan. If it doesn’t cover it, whats the point, its just a huge waste of money. In order to try on the right side of public opinion the council tries to make it appear as if hardly anyone (apart from private cabs) will pay it. Lets have some serious answers about how many cars will need to pay the charge in order to service the debt, and what happens if this isn’t meet, is it simply added onto our council tax bills?

Microbiologist Siddharth Dalvi said both the N95 mask and the disposable surgical one could be used “only one or two times”. However, he said the N95 mask was better equipped to block viruses as it had three layers of spun cloth. He said the mask was known as N95 as it “could block out 95 per cent of all particles”.

Dr Khushrav Bajan, ICU in-charge, Hinduja Hospital, said, “The N95 masks are the only masks that provide protection from the swine flu virus. The Rs 15 surgical masks are as bad as your handkerchief and should be changed every four hours.
Even then, there is no foolproof protection against the flu.”

7th H1N1 death in India; Pune man dies | 7th swine flu death | swine flu
A 35-year-old man in Pune died of swine flu on Monday, raising the H1N1 toll in the country to seven.
Sanjay Tilekar, a chemist, was admitted with heart problem and fever on August 6. He also suffered from respiratory tract infection.
In all there have been seven deaths so far - four in Pune and one each in Mumbai, Ahmedabad and Chennai.
In the sixth case of swine flu death, a four-year-old child died in Chennai. The child was in hospital since last week. He was admitted to the hospital with diarrhoea, which in two days became multi organ failure. The brother of the boy has also tested positive for swine flu.
Prior to that, an Ayurvedic doctor died in Pune due to the H1N1 virus. He also suffered from respiratory problem.
The first victim of the H1 N1 virus was 14-year-old Reeda Sheikh from Pune. Reeda's family claims that it was a clear case of misdiagnosis. The young girl was not only treated too late but treated for the wrong illness.
India's second swine flu victim was 53-year-old Fahmida Panwala from Mumbai. Fahmida came to the Kasturba hospital in Mumbai with a highly complicated case of diabetes and hypertension and died of acute respiratory distress.

New Direct tax code by Finance Ministry to simplify and rationalize the tax
New Direct tax code by Finance Ministry to simplify and rationalise the tax is unveiled today by Finance minister Pranab Mukherjee. New Direct tax code aims to change the face of how direct taxes in the country will replace the current Income-tax Act that was enacted about 50 years ago in 1961. It would provide for tax calculators allowing taxpayers to calculate their own taxes, explain a tax provision in simple language.
Finance minister Pranab Mukherjee releaseed a draft of the code and a discussion paper in the presence of home minister and former finance minister P Chidambaram, who initiated work on it during his tenure.
Experts indicate that new code will simplify the rules making them transparent and easily understood by both the tax collector and the tax payer in this category.
The proposed tax code is also expected to include new measures to prevent abuse of some special bilateral taxation treaties between India and some nations. The double taxation avoidance treaty, as it is known in technical parlance, allows taxpayers to pay a tax on their income only in one of the two countries which have signed the agreement.

India’s direct tax laws are now all set to become really simple for taxpayers. The government of India will on Wednesday unveil the new Direct Tax Code
that aims at simplifying and rationalise the existing tax provisions and structure.
Direct tax code will be unveiled Finance minister Pranab Mukherjee, who will release a draft of the code and a discussion paper. The new direct tax code, which aims at changing the face of direct taxes in India. The direct tax code also aims to replace the current Income-tax Act that was brought into prectise about 50 years ago. Now common people can view high quality pictures of any part of the world using their personal computers. This is possible on Bhuvan. ISRO's Indian version of Google earth. It uses satellite images from ISRO.
A beta version of the geoportal www.bhuvan.nrsc.gov.in was launched at a day-long workshop of the Astronautical Society of India.
bhuvan is a new web-based tool and allows users to get a closer and clear view of any part of the Indian subcontinent barring military and nuclear installations and establishments.
You can see most parts of India upto at least six meters of resolution with the least spatial resolution being 55 meters.
